Seems like, you are not able to login to the router because the router is not able to reach the tacacs server… And as you mentioned the the TACACS server is at the remote site, looks like the WAN is down… Try using the local username and password for the router and not the TACACS username and password… you should be able to login… If the local and enable command is given in your AAA commands after “group tacacs”…
“aaa authentication login default group tacacs+ local“
“aaa authentication enable default group tacacs+ enable“
