Layer 2 link active passive solution

Hello Friends,

I am looking for a good solution for my layer 2 (DWDM fibre link) across DC.

We have 2 layer 2 link across DC’s i need 1 link always should be active and second needs to be passive instead STP do u have any other good solutions?????
