When router receives UPDATE and metric on the route changes in the result router in turn sends UPDATE with the new metric to it’s neighbors. If you capture UPDATE packets you’ll see that the metric there will be different in original UPDATE and subsequent packets.

many large changes in the US only occurred once the law took a role. Best route, no, but sometimes the only one.
